Description / Scope of Work
The Pakistan Meteorological Department invites competitive bids for the procurement of satellite data services to support the GLOF-II Early Warning System network across Gilgit-Baltistan and Khyber Pakhtunkhwa. This tender, referenced as I&P/EWS/Sat-Comm/26-27, seeks engagement from eligible firms, telecommunication operators, satellite communication service providers, system integrators, and authorized satellite airtime resellers. The procurement is conducted under the Public Procurement Rules 2004 through the PPRA e-Procurement System (ePADS), ensuring transparent and competitive selection of service providers capable of delivering critical satellite communication infrastructure for early warning and disaster management operations in these strategically important regions.
Eligible bidders must be registered firms, companies, or operators with relevant experience in satellite communication services. A bid security equivalent to two percent of the total bid value must be submitted in the form of a bank draft or pay order made payable to the Director General, Pakistan Meteorological Department. The successful bidder will be required to furnish a performance guarantee of five percent of the contract value in the form of a CDR, pay order, bank draft, or other acceptable instrument, valid until completion of work. All bids must comply with submission requirements and be accompanied by mandatory documentation; incomplete bids or those lacking required security will be rejected.

Interested bidders must submit bids online through PPRA ePADS and also provide original hard copies to the I&P Section at PMD Headquarters, Sector H-8/2, Islamabad. The bid closing date and time is 23 July 2026 at 10:30 PST, with bid opening scheduled for the same date at 11:00 PST.
