Description / Scope of Work
The Islamabad Capital Territory (ICT) Police invites sealed bids from eligible bidders for the procurement of digital driving license systems and associated hardware for the Islamabad Traffic Police. This is a goods procurement under FY 2026-27 with reserved funds allocated by ICT Police. The tender is being conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Single Stage-Two Envelope method with Quality and Cost Based Selection (QCBS) technique, in accordance with the Public Procurement Rules 2004. The procurement reference is P55043 and bidding will be conducted electronically.
All bidders must be eligible and properly registered on EPADS v2.0 to participate. Bids must be accompanied by bid security in the form of Pay Order, Call Deposit, Bank Guarantee, Demand Draft, or a bid securing declaration in the format specified in the bidding documents. Interested bidders must register on EPADS v2.0 to access and submit bids. All e-bids must be submitted through EPADS v2.0 on or before Thursday, July 23, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM.
