Description / Scope of Work
The Postmaster General Central Punjab Circle, Lahore, a Federal Government Department, invites e-quotations and bids from well-recognized firms registered with income tax and sales tax departments for the supply and services of cash transmission. This tender is valid for a period of three years under a single-stage two-envelope procurement procedure via the PPRA e-Pak Acquisition and Disposal System (ePADS) portal. The service covers hiring of cash conveyance providers across multiple districts in Punjab including Lahore, Okara, Kasur, Narowal, Gujranwala, Sialkot, Faisalabad, Nankana Sahib, Sheikhupura, Jhang, Toba Tek Singh, and Chiniot for carrying cash from GPOs, post offices, and NPOs to banks and vice versa.
Eligibility requirements mandate that the service provider must be registered with the sales tax department holding a National Tax Number (NTN) and be listed on the Active Taxpayers List of the FBR. Bidders must be registered with relevant tax authorities, possess valid National Tax Number or GST Number and PRA Number, and provide affidavits regarding non-blacklisting and sound financial capacity. The bid security (SDR) amounting to Rs. 100,000 must be submitted along with the financial bid. Bidders are evaluated on experience in cash conveyance business, number of operational offices across designated districts, tax compliance, non-blacklisting status, financial soundness, availability of bulletproof and insured vehicles, NOC from relevant agencies, valid insurance certificates, and employee insurance coverage.
Tender documents containing detailed terms, conditions, eligibility criteria, and evaluation metrics can be obtained from the office of the Postmaster General during office hours or downloaded from the PPRA ePADS online portal at eprocure.gov.pk and Pakistan Post's website at www.pakpost.gov.pk after payment of Rs. 5,000 through ACG-67/PO at any post office. Bids prepared in accordance with bidding instructions must be uploaded through ePADS at www.eprocure.gov.pk on or before 29 July 2026 at 11:00 AM along with a copy of ACG-67/PO. Bid opening will occur at least 45 minutes after the closing time at the Conference Room of the Postmaster General Central Punjab Circle Lahore. The successful bidder shall deposit a Performance Guarantee equal to 5 percent of the contract amount as an SDR or bank guarantee valid for at least 36 months.
