Description / Scope of Work
The Project Director of Punjab Government Servants Housing Foundation Scheme, Multan invites bids for the provision of comprehensive security services for 24 hours a day, 365 days per year, including Sundays and holidays. The contract covers the PGSHF Scheme in Multan and requires deployment of 20 security guards and 2 security supervisors for a total of 22 personnel. Services are to be provided in accordance with the detailed scope of work and equipment specifications as outlined in the tender annexures. The bidding process follows a single-stage two-envelope procedure with bids submitted electronically through EPADS. This is a full-time, round-the-clock security management contract designed to provide professional protection and administration of security operations at the housing scheme premises in Multan, Punjab.
Eligible bidders must be private legally registered entities with demonstrated financial capacity and governance compliance. All bidders must be active tax payers with valid Punjab Revenue Authority (PRA) registration, National Tax Number (NTN), and General Sales Tax registration supported by documentary proof. The bid security requirement is set at 5 percent of the total bid value, payable in the name of the Project Director. Joint ventures are not permitted. Bidders are required to provide all information specified in the bidding documents and substantiating documentation to establish their eligibility and technical competence to execute security services.
Proposals must be submitted electronically through EPADS before 11:00 AM on 23 July 2026, with technical bids to be opened the same day at 11:30 AM at the office of the Project Director in the presence of authorized representatives. Bids must remain valid for 60 days from the submission deadline. Interested bidders are permitted to visit the scheme office to conduct surveys and assessments before preparing their proposals. The procuring agency will evaluate technical proposals separately from financial bids, rejecting any submissions that fail to meet the prescribed requirements. Detailed bid documents, including specifications for equipment and personnel requirements, are available through the electronic procurement system.
