Description / Scope of Work
The Communication & Works Highway Division Mansehra, under the Government of Khyber Pakhtunkhwa, invites electronic bids from eligible contractors for thirty-five (35) road construction, improvement, rehabilitation and widening projects across the Hazara Division and surrounding areas in Khyber Pakhtunkhwa province. The procurement notice, referenced as ADP No. 1393/251395 for fiscal year 2025-26, covers civil works with estimated costs ranging from Rs 23.865 million to Rs 150.000 million, including projects such as the Hujra Shujah Salam Khan to Lassan Thakral Road, various district roads in Mansehra, suspension bridge construction at Bela Bazar Manoor Valley, and multiple road rehabilitation schemes throughout the region. The total scope encompasses road improvements, widening, rehabilitation, construction of culverts, and bridge infrastructure development.
Eligible bidders must possess PEC (Pakistan Engineering Council) registration in category C-4 or C-5 and above, depending on the specific project requirement. Contractors are required to submit bid security (earnest money) with stamp duty as specified for each contract, ranging from Rs 0.518 million to Rs 3.040 million. Tender fee of 0.05 percent (non-refundable) must accompany bid submissions. All bids must be submitted in electronic format through the ePADS (Electronic Procurement and Distribution System) in accordance with KPPRA (Khyber Pakhtunkhwa Public Procurement Regulatory Authority) procurement rules 2014. Bidders are classified into two categories: those bidding under single-stage single-envelope method and those under single-stage two-envelope method, with technical and financial bid opening procedures varying accordingly.
Bid documents are available on the ePADS portal (https://epad.kppra.gov.pk/). Electronic bids must be submitted on or before the specified closing dates: 27 July 2026, 29 July 2026, 31 July 2026, or 3 August 2026 (all at 12:00 PM), with technical bid opening on the same dates at 12:30 PM or after competent authority approval for two-envelope tenders. Financial bid opening will be conducted subsequent to technical bid approval. Interested contractors must register on the ePADS platform and submit bids electronically.
