Description / Scope of Work
The Local Government and Rural Development Department, Tehsil Lower Mohmand invites sealed tenders through ePADS for four major infrastructure and construction projects valued at approximately PKR 2.08 million in total. The projects include construction of street pavements, drains, and culverts with retaining walls across multiple locations in Tehsil Ekka Ghund, Pindyali, Prang Ghar, and Ambar in Lower Mohmand district; construction of monuments at Ekka Ghund, Pindyali, Prang Ghar, and Ambar; upgradation of drinking water supply networks with solarization and construction of water tanks in Tehsil Upper and Lower Mohmand; and upgradation of drinking water supply networks with solarization and water tank construction at Tehsil Ekka Ghund, Pindyali, Ambar, and Prang Ghar. These works are to be completed as per the work order schedule and are part of the MRS-2025 1st BI Annual programme for the current financial year.
Eligibility criteria require that bidding contractors and firms must be registered with the Pakistan Engineering Council (PEC) in Category C-5 or above and possess valid PEC registration codes. All bidders must be enlisted with the C&W Department as per the Centralized Enlistment Policy of the Government of Khyber Pakhtunkhwa. The bid security is set at 2% Call Deposit Receipt (CDR) in favour of the Assistant Director LG&RDD Tehsil Lower Mohmand, with additional security (CDRs) to be entered in the ePADS system at bid submission. PEC, FBR, and KPRA registrations must be valid for the current financial year. Bids will remain valid for 90 days from the closing date.
Bidding documents can be downloaded from the official ePADS website (www.portalkp.eprocure.gov.pk) and the KP-PRA website (www.kppra.gov.pk) after NIT publication. The last date for online tender form submission is 29-07-2026 at 12:00 PM, with electronic bid opening scheduled for 29-07-2026 at 12:30 PM. Online clarification is available until 05:00 PM on 22-07-2026. All bid documents must be filled neatly with clear scanned copies and uploaded through ePADS without cutting or overwriting. Bidders must enter bid security and additional security details in the ePADS system at submission. For matters regarding bid security and additional security, refer to KPPRA Notification No. S.R.O. (29)/Vol:1-40/2025-26 dated 29 October 2025. Bids offering rates more than 20% below estimate require detailed rate analysis. The time for completion shall be as per the work order, and contractor representatives may be present during electronic bid opening.
