Description / Scope of Work
The Special Purpose Kalash Valleys Development Authority, Chitral invites sealed electronic bids through ePADS for six development and conservation projects in the Kalash Valley region of Khyber Pakhtunkhwa. The tender comprises rehabilitation of heritage trails at Rumbur, sanitation and sewerage systems, multiple safe drinking water supply schemes across Sheikhanadeh, Bumburat and Wadus-Dawatanga, conservation of the Kalasha-Era heritage site and graveyard at Jinjiret Kuh, and rehabilitation of a micro hydel facility at Guru Birir. The combined estimated cost of these projects exceeds PKR 30 million. All works are located within the Kalash Valley region of Chitral District.
Bidders must be registered with PEC in the relevant construction category and enlisted with the C&W Department under the Khyber Pakhtunkhwa Centralized Enlistment Policy for the current financial year. Contractors must hold current FBR and KPRA registration and appear on the Active Taxpayer List (ATL) of both authorities at the time of bid submission. Bid security is required at two percent of the engineer estimate for bids within ten percent of the estimate; higher discounts trigger additional security deposits and detailed rate analysis submission. A tender fee of PKR 2000 must be deposited in the specified bank account.
Bidding documents are available for download from the official ePADS portal at www.portalkp.eprocure.gov.pk. Filled bid documents, scanned enlistment certificates, CNIC, PEC registration codes, and BC02 documents must be uploaded to the ePADS system online. Original call deposits, tender fees, and detailed rate analysis (if applicable) must be delivered by courier to the Office of Director General Special Purpose Kalash Valleys Development Authority, Lower Chitral before the 14 September 2026 deadline at 12:00 pm. Electronic bids will be opened on the same date at 12:30 pm. Clarifications may be requested online until 5:00 pm on 11 September 2026.
