Description / Scope of Work
Water & Sanitation Agency (WASA) Rahim Yar Khan invites framework tenders for the provision of RPC (Reinforced Polymer Composite) manhole covers in Rahim Yar Khan city for the financial year 2026-2027. The estimated contract value is Rs. 50 million, with work scheduled from August 2026 through 30 June 2027. This is a framework contract arrangement under which WASA will issue work orders based on actual site requirements within the approved budget ceiling. The tender is issued through the Punjab e-Procurement System (ePADS) and follows the Revised Contract Form of PPRA for execution of works.
Eligible bidders must be registered contractors or firms with valid Pakistan Engineering Council (PEC) licenses in the relevant category and codes for 2026-27. Bidders are required to deposit digital bid security (e-Bid Security) equivalent to 5% of the estimated bid cost (Rs. 2.5 million) in favour of the Managing Director, WASA Rahim Yar Khan (NTN No. 9024016-4). The bid security must be verifiable on the Punjab e-Procurement System. Additional performance guarantee or quality assurance security may be required from the lowest bidder if their bid is 5% or more below the sanctioned estimated cost, to be submitted as pay order, bank draft, cash, or bank guarantee valid three months beyond completion date. Bids must quote rates against each item of the DNIT in absolute figures, not percentages, or face rejection as non-responsive.
Bidders must download the approved DNIT from the Punjab e-Procurement System portal, quote their rates, and re-upload their bids with proper signatures and stamps of approving authorities. The bidding documents are available on the portal (http://eproc.punjab.gov.pk/ViewTender.aspx). Bids will close on 10 September 2026 at 13:00 and will be opened at 13:30 the same day in the office of the Deputy Director (Engineering), WASA Rahim Yar Khan, District Water Testing Laboratory, Club Road near Comprehensive High School, Rahim Yar Khan.
