Description / Scope of Work
The Communication & Works Department of the Government of Khyber Pakhtunkhwa invites sealed e-bids for construction, improvement, rehabilitation and widening of multiple bituminous topped roads across Mardan Division under ADP project 1378/251393 (2025-26). The tender comprises 26 separate packages covering road works in various locations including Jhanda to Panjman, Dalorie to Mangle Chai, Besak Road, Mainai Shakarai, Dakai Sar Deval, Topi Matoona, Utla Village, Baghan to Sathkethar, Bada to Dalori, Topi Utla to Dewal, and multiple other roads within Mardan Division, Khyber Pakhtunkhwa. Total project scope involves construction of PCC roads, black topping, shingle works and rehabilitation of existing routes ranging from 0.5 kilometres to 3 kilometres in length.
Bidders must hold valid PEC (Pakistan Engineering Council) registration category C-3 and above or C-4 and above or C-5 and above and C-6 and above depending on the specific package. All firms must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Khyber Pakhtunkhwa Finance Act 2013. Bid security of two percent of Engineer's Estimate and tender fee of 0.03 percent of Engineer's Estimate are required from all bidders. Electronic bidding will be conducted on an Above/Below system based on BOQ and Engineer's Estimate as per Minimum Rate Schedule applicable. A mandatory affidavit on stamp paper affirming the authenticity of CDR enclosed in the sealed financial bid must be submitted in the Technical Proposal.
Bid solicitation documents can be downloaded from the official ePADS website, C&W Department website (www.cwd.gkp.pk) and KPPRA website (www.kppra.gov.pk). A complete set of bid solicitation documents must be obtained from the office of the Executive Engineer C&W Division Swabi-I on any working day before closing hours on 24 July 2026 upon submission of written application and payment of Rs. 3,000 (non-refundable). Original copies of Call Deposit for Bid Security and Tender Fee must reach the office before the closing date and time of 27 July 2026 at 12:00 PM. A pre-bid meeting will be held on 10 July 2026 in the office of the Executive Engineer. Technical bids will be opened after approval by the relevant authority. All terms, conditions and KPPRA amended Rules can be viewed on the C&W Department official website or obtained from the office of the undersigned during duty hours.
