Description / Scope of Work
The Regional Directorate of Food, Karachi Region invites sealed bids for labour work tender to be executed at all Production and Rice Centers (PRCs) of Karachi Food Godowns during the financial year 2026-27. The scope of work includes three main categories: re-filling and replacement of food grain bags with standardization and stitching at Landhi Godowns (30,000 metric tons), restacking and handling of bags with loose grain collection and standard weightment (30,000 metric tons), and handling and shifting of grain bags between godowns at Landhi and Pipri locations (70,000 metric tons). Rates are quoted per bag of standard or non-standard weight (101 kg gross). The tender is issued for labour operations involving collection of loose grains, standardization on scales, stitching with required materials, and restacking of food grains in various sheds across Karachi food storage facilities.
Eligible participants must be registered or unregistered firms/contractors with a clean performance record and no history of contractual failures with the Department. Prospective bidders must register on the Sindh Public Procurement Regulatory Authority (SPPRA) e-PADS portal at https://portalsindh.eprocure.gov.pk/supplier/registration. Bid security of Rupees 1.00 Million in the form of call deposit or CDR pledged in the name of Deputy Director Food, Karachi Region is mandatory and must remain valid for 28 days beyond the bid validity period of 90 days. Submission requires complete tender forms with proper signatures, registration stamps, and CNIC copies of owners or representatives.
Tenders must be submitted online on SPPRA e-PADS (https://eprocure.gov.pk/) as per Rule 46(2) of SPP Rules 2010. Tender forms are available from the Regional Directorate Food, Karachi during working days or via download from the SPPRA website. The tender submission deadline is 23-07-2026 up to 01:00 PM with bid opening at 01:30 PM the same day. A non-refundable tender fee of Rupees 2,000 paid through cash or pay order to Food Account-II at SBP/NBP is required. Technical proposals must include complete company profile with addresses and telephone numbers, copy of NTN certificate, registration certificate from Sindh Revenue Board, professional tax challans for the last three years, and firm registration certificates. Successful bidders must pay all applicable taxes including income tax, sales tax, and stamp duty at the time of payment.
