Description / Scope of Work

The Directorate of Electronic Media & Publications (DEMP) under the Ministry of Information & Broadcasting, Government of Pakistan, invites sealed proposals from pre-qualified firms for the provision of contractual and outsourced manpower services to support operations of the Directorate and its Central Monitoring Unit (CMU) located in Islamabad. This procurement, referenced as 11-08/2026-DEMP, seeks engagement of a third-party service provider to supply personnel across multiple job categories and positions as detailed in the tender documents. The scope encompasses provision of skilled and semi-skilled contractual staff to meet operational requirements. This procurement is undertaken under the Public Procurement Rules 2004 as amended and PPRA regulations, with an estimated bid security of 2.2 million Pakistani rupees.

Eligibility is restricted to pre-qualified, well-reputed and financially sound firms duly registered in Pakistan. Bidders must demonstrate operational experience in provision of outsourced manpower services and comply with all statutory and legal requirements of Pakistan. The tender uses a Single Stage Two Envelope procurement method as per PPRA Rule 36(b), requiring separate sealed technical and financial proposals. Bid security of 2.2 million rupees, refundable in nature, is mandatory. Bidders must submit affidavits confirming non-blacklisting status and absence of ongoing litigation, alongside an integrity pact as prescribed.

Bidding documents are available for download from PPRA-EPADs 2.0 portal at www.ppra.org.pk and the DEMP website. A pre-proposal meeting is scheduled for 17 August 2026 at 1100 hours to clarify queries. Sealed proposals must be submitted by 26 August 2026 at 1100 hours at the office of the Directorate in Islamabad. Technical proposals will be opened the same day at 1130 hours in the presence of bidders or their authorized representatives. Interested firms may contact the office during regular business hours for additional information and clarifications prior to submission.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

DEMP seeks a pre-qualified third-party manpower provider to supply contractual staff across multiple categories for the Directorate and Central Monitoring Unit in Islamabad.

The 2.2 million rupee bid security and single-stage two-envelope format indicate a structured, formal procurement. The restricted pre-qualified bidder pool and tight 15-day submission window (11–26 August 2026) suggest urgency. Contract duration and specific personnel requirements are detailed in Annex A; no indication of contract value is provided in the RFP header, suggesting budgetary figures may appear only in the full tender schedule. This is likely a framework or recurring arrangement given the operational support nature.

Who can bid: Only pre-qualified firms registered in Pakistan are eligible; the RFP does not specify PEC, SECP, or NTN registration explicitly, but typically such manpower service providers are required to hold valid business registration, NTN, and GST compliance. Bidders must submit non-blacklisting affidavits and sign integrity pacts. Full mandatory criteria are listed in Section 4.1 of the RFP.
