Description / Scope of Work
The Health Department, Government of Khyber Pakhtunkhwa, invites proposals from eligible Manpower Outsourcing Companies and Firms with demonstrable experience in ICT projects for deployment of technical human resources to develop various software modules for the department. The Establishment of Khyber Pakhtunkhwa Health Information and Service Delivery Unit (KP-HISDU), Project No. 240232, seeks to procure consulting services under a Framework Contract covering the entire human resource requirement as a single package. The project is located in Peshawar, Khyber Pakhtunkhwa, with offices at the HRD Building on Khyber Road. Participating firms must submit proposals covering deployment of required human resources and achievement of all associated deliverables.
Eligible Manpower Outsourcing Companies and Firms must meet prescribed eligibility and qualification criteria detailed in the Standard Request for Proposals (SRFP) Documents. Bidders are required to submit a fixed Bid Security (earnest money deposit) of PKR 500,000 in the form of a Call Deposit Receipt or Bank Guarantee issued in favor of the Project Director, KP-HISDU. The original bid security must be furnished to the Procuring Entity before bid closing. Selection will be conducted under Rule-23 (b) Quality and Cost Based Selection (QCBS) procedures in accordance with KPPRA Rules, 2014.
Proposals must be submitted electronically through e-PADS portal at kp.eprocure.gov.pk before 31st August, 2026 at 11:00 A.M. Technical proposals will be opened the same day at 11:30 A.M in the presence of bidders' representatives. A Pre-Bid Meeting shall be held on 20th August, 2026 at 11:00 A.M for prospective bidders. Manual submissions will not be accepted.
