Description / Scope of Work
The University of Sindh, Jamshoro invites electronic sealed bids from eligible security service providers for the hiring of private security services for campus security, assets protection, and patrolling for the financial year 2026-2027, with provision for extension up to two additional years subject to satisfactory performance and mutual consent. This tender is issued under Single Stage Two Envelopes Procedure as per SPPRA Rule 46(2) and falls under Open Competitive Bidding (National Competitive Bidding) of the Sindh Public Procurement Rules, 2010. The minimum average annual turnover requirement is PKR 30 million.
Eligible bidders must possess a valid National Tax Number (NTN), active income tax registration with FBR, active sales tax registration with SRB/FBR where applicable, and active taxpayer status. Bidders are required to submit relevant experience documentation including purchase orders, work orders, completion certificates, and satisfactory performance certificates. Audited financial statements of the last three financial years certified by a Chartered Accountant and bank statements must accompany the bid. Bid security equivalent to 2% of the quoted bid price must be furnished in the form of pay order, call deposit receipt, demand draft, or bank guarantee issued by a scheduled bank in favour of the University of Sindh, Jamshoro. The successful bidder shall provide performance security of 5% of the contract price prior to contract signing.
Bidding documents are available for download from the SPPRA E-PADS Portal and the University of Sindh website after payment of a non-refundable tender fee of Rs. 5,000. Electronic bids must be submitted through the SPPRA E-PADS Portal before 3:00 PM on 27th July 2026, with technical bid opening scheduled for the same date at 3:30 PM. Original bid security and tender fee must be submitted physically at the office of the Purchase Store Officer before the closing time.
