Description / Scope of Work
The CPEC Secretariat, under the Ministry of Planning Development and Special Initiatives, Government of Pakistan, invites electronic bids through the ePADS platform for the procurement of janitorial and cleaning services in Islamabad. The tender seeks to engage four qualified janitors to provide comprehensive cleaning and maintenance services at the CPEC Secretariat office located at the 5th Floor, Science and Technology Building, Constitution Avenue, Islamabad, for a contract duration of one year. This is a single-stage, one-envelope bidding procedure conducted in accordance with the Public Procurement Rules 2004, with an estimated procurement value of approximately Rs 3 million.
Bidders must be reputable, well-established, and experienced firms with demonstrated expertise in providing janitorial services. The bid security requirement is set at five percent of the estimated procurement value, approximately Rs 150,000, while the successful bidder must furnish a performance guarantee equivalent to 10 percent of the contract price. All prospective bidders must ensure compliance with the eligibility requirements outlined in the bidding document and possess the necessary credentials to undertake cleaning services for a government facility of this nature.
The bidding document is available for download from the ePADS portal. Bids must be submitted electronically through ePADS on or before 28 July 2026 at 12:00 PM; manual submissions will not be accepted. Bid opening is scheduled for 28 January 2026 at 02:00 PM at the office address mentioned above. The bid validity period is 120 days from the submission deadline. The CPEC Secretariat reserves the right to accept or reject any or all bids in accordance with Rule 33 of the Public Procurement Rules 2004.
