Pakistan Ordnance Factories (POF) invites sealed quotations for the supply of therapeutic goods and pharmaceuticals through a single-stage two-envelope tender process. This procurement covers laboratory items as detailed in the attached schedule, with delivery required at POF's hospital facility at Wah Cantt in Punjab province. The tender reference 0006/HOSP/LP/56/LAB ITEMS was issued on 08-07-2026, with tenders to be opened on 04-08-2026 at 10:00 hours at the Bid Centre adjacent to Rabita Hall, POF Wah Cantt. Quotations must be submitted electronically via the e-bidding platform (www.ebidding.pof.gov.pk) and may also be submitted in sealed hard copies before the opening time, though electronic submission is preferred.
Eligible bidders include registered and unregistered firms, both domestic and foreign, as well as government organizations and welfare projects. Registered indexed firms must submit bid security of 2 percent of quoted value subject to a maximum ceiling of Rs. 0.50 million, while unindexed and unregistered firms are required to furnish 3 percent and 5 percent respectively, capped at Rs. 0.75 million and Rs. 1.00 million. All suppliers must provide a non-refundable tender fee of Rs. 500 via crossed postal order or pay order in favour of Director Admin POF Wah Cantt. Successful bidders shall furnish a performance guarantee of 10 percent of contract value in the form of an unconditional bank guarantee or CDR from a scheduled bank within seven working days of letter of intent issuance.
Bid documents are available at the e-bidding portal or through direct submission at the Bid Centre. The technical quotation must remain valid for at least 90 days from opening date and should include technical details, literature, brochures, validity date, and delivery schedule. Commercial quotations must specify terms of payment, mode of supply, and applicable taxes with relevant authority references. Quotations are based on P.O.R. station despatch with free delivery on rail inclusive of packing and forwarding charges, with military credit notes provided by the purchaser. Inspection of supplies shall be conducted by the competent authority nominated by the purchaser at the supplier's facilities using agreed tools and test equipment as per relevant specifications.
