Description / Scope of Work
The Executive Engineer B&R Division Skardu invites sealed technical and financial bids from eligible firms, contractors, and joint ventures registered with the Pakistan Engineering Council in the relevant category for the metalling of road at University of Baltistan spanning 04 kilometers. The estimated project cost is Rs. 131.959 million with a bid security of Rs. 3.958 million, to be executed under single stage two envelope SSTE procedure. This project is critical infrastructure development in Skardu, Gilgit-Baltistan, aimed at improving accessibility to the educational institution.
Prospective bidders must possess current registration with the Pakistan Engineering Council for CFY 2026-27 along with renewal receipt from GB C&W Department, updated profile on PEC website, and mandatory certificates including No Sick Scheme and No Litigation certificates as per notification SW-7/104/2022-23/3369 dated 18-08-2023. Bidders must submit bid security as a Call Deposit Receipt from any scheduled bank, and a performance guarantee of 10 percent of the contract amount will be required from the successful bidder. Contractors debarred by any region or division and notified by Works Secretariat are ineligible to participate.
Bidding documents are available for a non-refundable fee of Rs. 14,000 (Fourteen Thousand Only) in the form of Treasury Challan from the Treasury Officer or NBP Skardu Branch. Bidders must submit two sets of bidding documents duly addressed to the concerned Executive Engineer and one duplicate copy to the relevant Chief Engineer for transparency. Bids will be opened on 27-07-2026 at 11:30 AM in the office of the Chairman Bid Evaluation Committee at Superintending Engineer GB PWD Skardu/Shigar Circle.
