Description / Scope of Work
Pakhtunkhwa Highways Authority (PKHA), Peshawar, invites electronic bids from pre-qualified contractors for two major road rehabilitation and improvement schemes under the ADP Scheme No. 1945/260384 for 2026-27. The first project involves rehabilitation and improvement of Abbottabad Nathiagali Barian Road (57.50 km) and Kuzagali Ayubia Khanspur Road (6.15 km) with an estimated cost of Rs 2,328.740 million. The second project comprises improvement, rehabilitation, widening and rehabilitation of the road from Bagnotar to Bargian, Kozagali-Ayubia-Khanspur Road with an estimated cost of Rs 2,294.165 million. Both projects are located in Khyber Pakhtunkhwa province and aim to enhance road connectivity and traffic flow in the region.
Bidders must be pre-qualified as notified in Notification Nos. 1179/47B(2nd)/P-I/PKHA and 1180/47B(2nd)/P-II/PKHA dated 06.05.2026. Eligible contractors include M/S Al-Mehreen Enterprises, M/S Probuilt Construction (Pvt.) Ltd, M/S New Khan Builders, M/S Techno Time Construction (Pvt.) Ltd, and M/S MSK International Infrastructure Company (Pvt.) Ltd. Bid security of 2% of the estimated cost is required. Bidders quoting up to 10% below the Engineer's estimate submit 2% bid security; those quoting 10-20% below submit 8% additional security; bids exceeding 20% below require detailed rate analysis and additional security equal to the differential amount.
Bidding documents are available on the PKHA website (www.pkha.gov.pk), KPPRA website, and EPAD System. Electronic bids must be submitted through the EPAD System (https://kp.eprocure.gov.pk) on or before 30th July, 2026 up to 12:00 PM. Bids will be opened at 12:30 PM on the same day. Original call deposits for bid security and tender entry fee (0.03% of estimated cost) must be submitted to the Deputy Director (Procurement), PKHA, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar before the submission deadline. Only bank guarantees from scheduled banks in favour of the Managing Director, PKHA are accepted. All bidders must be registered with Khyber Pakhtunkhwa Revenue Authority under the Khyber Pakhtunkhwa Finance Act, 2013. The successful bidder will be subject to all applicable taxes including stamp duty and service charges.
