Pakistan Defence Officers Housing Authority City Karachi (DHAC) invites sealed bids under Single Stage Two Envelope Procedure for the Construction of Main Boulevard Less Service Roads Package-1, Phase-1C at Indus Hills in DHA City Karachi. The project involves construction of a 350 feet wide main boulevard extending from Station 0+00 to 93+00 along the Motorway M-9 corridor at KM 50. This is a significant infrastructure development project in Sindh province that requires qualified contractors capable of executing major road construction works.
Eligible bidders must hold valid registration with Pakistan Engineering Council (PEC) in Category CB or above with required PEC codes CE 01, CE 10, and CE 11. Contractors must also be registered with the Federal Board of Revenue (FBR) for Income Tax and with the Sindh Revenue Board (SRB) for Sales Tax, maintaining Active Taxpayer status at both authorities. A bid security equivalent to 2% of the bid amount must be submitted in the form of Demand Draft, Pay Order, Bank Guarantee, or Insurance Guarantee as per prescribed format.
Bidding documents are available from the Design & Contract Directorate, DHA City Karachi, KM 50, Motorway M-9 (Post Code 75340), from 09 July 2026 during working hours upon submission of a written request and non-refundable bid document fee of Rs 15,000 in payorder format and production of valid PEC Registration Certificate. A pre-bid meeting is scheduled for 17 July 2026 at 1130 hours at the Main Conference Room, DHAC, Karachi. Sealed bids must be delivered to the D&C Directorate by 24 July 2026 at 1100 hours, with technical proposals opening on the same day at 1130 hours. Financial proposals of technically qualified firms shall be opened on a date to be specified later.
