Description / Scope of Work
The Punjab Energy Efficiency & Conservation Agency (PEECA) invites electronic bids from car rental service providers for hiring of eight vehicles on a monthly rental basis. The tender covers procurement of one 1800 cc car, four 1600 cc cars, and three 1300 cc cars for office use and site visits of projects across Punjab. All vehicles must be in excellent condition, not older than two years from the date of advertisement, registered and insured. Bidders must be registered with the Income Tax and Sales Tax Departments or Punjab Revenue Authorities (PRA) with a valid NTN.
Eligible bidders must be firms, companies or proprietors with proper legal registration, valid NTN certificate, and CNIC of the Service Provider. A non-blacklisting certificate on stamp paper is mandatory. The bid security of PKR 200,000 must be submitted electronically through Punjab e-PS in the manner prescribed by PITB. Technical evaluation will assess registration certificates and supporting documents, while financial proposals will be evaluated using least cost criteria for technically qualified bidders. All rates must be quoted in Pakistani Rupees inclusive of all applicable government taxes including GST and income tax, considered final.
Bidding documents are available on PEECA website www.peeca.punjab.gov.pk and PPRA website www.ppra.punjab.gov.pk. Electronic bids must be submitted through the Punjab e-Procurement System (https://ep.punjab.gov.pk) by 28 July 2026 at 2:00 PM. Bids will be opened on the same date at 2:30 PM in the presence of bidders or their authorized representatives. The contract duration is three years from execution, extendable for another three years with mutual consent and 5 percent annual increment.
