Description / Scope of Work
Jinnah Sindh Medical University (JSMU) invites sealed bids for monthly maintenance and service of air-conditioning units at its various campuses in Karachi, Sindh. This is a service-level agreement annual contract for the period 2026-2027, advertised through e-procurement via the SPPRA (Sindh Public Procurement Regulatory Authority) portal. The procurement is being conducted by the Procurement Department located at the 6th Floor, Dental OPD Building, JSMU, Rafiqui H.J. Shaheed Road, Karachi. Bidders are required to visit JSMU premises to familiarize themselves with the scope of work and confirm quantities before submitting their bids. Unit rates quoted will be binding for any future additions or deletions during the contract period.
Eligibility criteria include mandatory requirements: bidders must be based in Karachi or have an established branch there; must be registered active taxpayers with FBR and SRB with last three years' tax returns; must possess minimum three years of relevant air-conditioning or HVAC maintenance experience supported by work orders and completion certificates; must have completed at least three prior contracts each valued at PKR 3 million or above in similar maintenance services; must currently hold at least one active contract of PKR 3 million or above in air-conditioning or HVAC maintenance; and must demonstrate average annual turnover of at least Rs 15 million over the past three years with audited statements. Joint venture participation is not permitted. Bidders must provide an undertaking on Rs 200 stamp paper confirming non-blacklisting by SPPRA or government entities.
JSMU will employ a Single Stage – One Envelope Procedure per SPPRA Rule 46(2) (Amended 2021) to evaluate technical and financial soundness. Bidders must upload complete proposals with proof of bid security to the SPPRA ePADS Portal. Technically non-compliant submissions will have their financial proposals rejected.
