University seeking operators for 24-route student transport across two campuses on per-route basis.
Annual value ~Rs125m suggests 4–6 buses per route typical allocation. One-year contract renewable to three years indicates stable, recurring revenue if performance acceptable. Tight execution timeline (bid closing 28 July vs notice date mid-June) and route-by-route bidding structure favour operators already positioned in Balochistan with fleet capacity and established university relationships. Turnover gate (Rs3m/route/year) screens smaller players.
Who can bid: Active FBR registration (income and sales tax filer status) mandatory. Minimum five years transport/rental business experience required. Annual turnover Rs3m minimum per route applied for. Non-blacklist affidavit and no-litigation confirmation needed. Typically, NTN and valid business registration essential; PEC not applicable (non-construction).
