Supply of Miscellaneous Aviation Spares by Central Aviation Spares Depot

The Central Aviation Spares Depot (EME) at Qasim Army Aviation Base, Dhamial Camp, Rawalpindi invites sealed tenders from reputed firms possessing valid NTN certificates for the supply of miscellaneous aviation spares and related items. This is a comprehensive procurement notice for the complete financial year 2026-27, with quantities mentioned being approximate requirements. Purchase orders will be placed in batches and packages in reduced quantities as per immediate operational needs. The procurement will be conducted in accordance with PPRA rules, and firms are advised to avoid quoting exorbitant rates.

Eligible bidders must be registered with the Central Aviation Spares Depot or possess valid Military Intelligence Directorate security clearance for interaction with the Army. Firms must submit separate technical and commercial offers in sealed envelopes clearly marked as per category. Essential requirements include a non-refundable tender fee of Rs 3,000 per tender and bid security of 5 percent of the total bid amount in the form of a pay order or bank draft in the name of the Commandant CASD. Firms with pending deliveries from the previous financial year are not permitted to participate. All items must have 80 percent of their shelf life remaining at the time of delivery.

Technical offers must include brand names, specifications, country of origin, manufacturer certifications, and source firm authorizations for all branded items. Commercial offers will only be evaluated after technical offers are accepted and qualified. Delivery periods are 30 days for local stores and 90 days for foreign stores, with prices quoted inclusive of all applicable taxes and duties in Pakistani currency.
