304 Spares Depot EME Khanewal Cantt, a defence procurement authority based in Punjab, invites sealed tender offers for the supply of various electrical and mechanical spares and equipment as detailed in Annexure A. The tender follows a Single Stage Two Envelope bidding procedure under PPRA Rule 36(b). Firms must submit technical offers in separate sealed envelopes containing 2 copies in both hard and soft copy format on CD, along with commercial offers in a second envelope containing 1 copy in both formats. Detailed itemized lists are available from the Local Purchase Officer at the Khanewal Cantt installation. The bid validity period extends until 30 June 2027, and all quoted rates must be inclusive of government taxes including GST, income tax, and duty tax. Rates must be quoted in Pakistani Rupees only for brand new stores of required country of origin.
Eligibility is restricted to GHQ security-cleared firms registered with 304 Spares Depot EME or other defence organizations. Unregistered bidders must complete registration within ten days of tender opening. A fixed bid security of 0.5 million rupees must be submitted as a CDR in the name of the Commandant. Firms with pending deliveries from previous financial years are ineligible. Mandatory documentation includes company registration certificates, NTN and sales tax certificates, financial capability letters, bank statements, CNIC of managing director, proforma invoices with part numbers and drawings, and proof of agency agreements from OEM/OPM principals. For filter items, ITD Directorate approval is mandatory, with sample testing and acceptance required before commercial evaluation.
Quotations must be deposited in the tender box before 11:00 hours on 4 August 2026 at the Local Purchase Officer's office, 304 Spares Depot EME Khanewal Cantt. Technical offers will be opened at 11:30 hours on the same date and sent for technical scrutiny. Commercial offers of only technically qualified firms will be opened on a date to be notified separately. All submissions require firm stamps and signatures on each page, with no quotations accepted via fax, email, or electronic media.
