Description / Scope of Work

The Municipal Committee Ghotki invites bids for the construction of concrete paver blocks and surface drain infrastructure at Lalo Gul Patahn house via Niyaz Muhammad Abro to Haji Ali Bahar Arbani in Ward 10, Municipal Committee Ghotki, Sindh. The tender amount is Rs4,000,000 (Four Million Rupees) and falls within the contract range of Rs2.5 million to Rs50 million, following the Standard Form of Bidding Document for Procurement of Works. The work involves civil construction and drainage infrastructure development in the specified residential area of Ghotki city. Bids must be submitted electronically on EPADS by the advertised deadline with a tender fee of Rs2,000 (non-refundable) and earnest money security of 5 percent of the estimated cost delivered physically to the procurement agency on or before the bid submission deadline.

Eligible bidders must demonstrate substantial prior experience with at least one similar work costing minimum 80 percent of the estimate value completed within the past five years, supported by completion certificates and detailed working estimates. Additionally, bidders require registration with the Income Tax Department (NTN certificate), Sindh Revenue Board (SRB) with active tax-payer status, and valid PEC licenses for Civil and Electrical Engineers employed with the firm. An undertaking on judicial stamp paper confirming non-blacklisting status by any government or autonomous organization is mandatory. Bidders must provide audited annual financial reports from ICAP-registered firms for the last three years, bank statements showing creditworthiness of at least 15 percent average annual balance, and documentary evidence of machinery and equipment availability. Each page of the technical proposal must be numbered and attested by the firm owner with company stamp.

Bid documents are available from the Municipal Committee Ghotki office. Technical proposals will be opened before the Procurement Committee in the presence of bidders or their authorized representatives carrying original CNIC and authority letter, with the 5 percent earnest money submitted as pay order, call deposit, or bank guarantee from a scheduled bank in favor of Municipal Committee Ghotki. Financial proposals will be opened only for firms meeting mandatory and eligibility requirements in technical evaluation. The bid validity period is 90 days, and conditional tenders will be summarily rejected. This is a single-stage two-envelope procurement process conducted under Sindh Public Procurement Regulatory Authority rules.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Ghotki Municipal Committee seeks contractor for a Rs4 million paved surface and drainage infrastructure project in Ward 10. The tender mandates proven track record—minimum 80% value in similar work from past five years with completion certificates—plus active NTN/SRB registration, ICAP-audited financials, and strong bank creditworthiness. Civil and Electrical Engineers must be on PEC rolls with documented employment. The scope and financial requirements suggest mid-sized contractors only; smaller firms will struggle to meet turnover and audit evidence thresholds. Single-stage two-envelope process with technical-first evaluation reduces scope for price negotiation.

Who can bid: Bidders must hold NTN (Income Tax) and SRB registration with active tax-payer status, employ PEC-licensed Civil and Electrical Engineers, and present ICAP-audited accounts for three years. Minimum prior experience: one similar work at 80% of estimate cost completed in past five years. Bank creditworthiness certificate at 15% annual average balance mandatory. Typically, construction firms of this contract value also require SECP registration and good standing with relevant federal/provincial authorities.
