Description / Scope of Work
Town Committee Jhol, located in Taluka Sinjhoro, District Sanghar, Sindh, invites electronic bids from eligible contractors for execution of eight development schemes totalling approximately Rs 10.6 million. The procurement covers construction and repair of surface drains (Types A and B), cement paving block flooring, solar street lights installation, and associated infrastructure across various wards of the town committee. All works are to be completed within twelve months. Bids are invited through single-stage one-envelope procedure in accordance with Sindh Public Procurement Regulatory Authority Rules 2010 (amended), via the E-Pak Acquisition and Disposal System (E-PADS) electronic portal.
Eligible bidders must maintain active taxpayer status on the FBR Active Taxpayer List, register with Sindh Revenue Board, hold valid NTN and Sales Tax Registration Certificates, and demonstrate completion of minimum two similar works in the last two years supported by completion certificates. Bidders must also provide evidence of two ongoing similar projects, submit bank statements for the last three years showing financial soundness, and furnish an affidavit on e-stamp paper confirming non-blacklisting status and absence of litigation or abandoned works. Bid security of five percent of estimated cost must be submitted as call deposit, pay order, or bank draft in favour of the Chairman, Town Committee Jhol, from a scheduled bank of Pakistan. A non-refundable tender fee of Rs 3,000 is required.
Bidding documents are available for download from E-PADS portal. Bids must be submitted electronically through E-PADS only; manual submissions are not accepted. Bidders must submit scanned copies of tender fee and bid security via E-PADS along with original instruments in separate sealed envelopes to the Town Committee office before bid opening. The first submission attempt closes on 18 September 2026 at 11:00 AM with opening at 12:00 noon the same day. A second attempt is scheduled for 5 October 2026 under the same timings.
