Description / Scope of Work

The Karachi Water and Sewerage Corporation (KW&SC) invites proposals from qualified firms to operate three customer service centers at different locations in Karachi, Sindh province. This Request for Proposals (RFP) document seeks to identify experienced service operators capable of managing customer-facing operations for a major water and sewerage utility. The assignment covers the establishment and day-to-day management of customer service facilities across multiple zones in Karachi, focusing on customer complaints, billing inquiries, connection applications, and general public service delivery. The procurement follows the Sindh Public Procurement Rules, 2010 (amended to date) and is open to eligible private sector firms and service operators with proven experience in utility customer service management.

Eligible bidders are required to demonstrate relevant experience in operating customer service centers or similar public-facing service operations. Firms should possess valid business registration with the appropriate authorities, current tax clearance documentation, and proof of compliance with relevant regulations. The proposal submission must include both technical and financial components as specified in the RFP document. Bidders are expected to detail their operational methodology, staffing plan, technology systems, quality assurance measures, and customer service protocols. Typically, firms operating utility customer centers are expected to hold registration with the Securities and Exchange Commission of Pakistan (SECP) or be registered as partnerships or sole proprietorships with relevant provincial authorities.

Bidders must submit proposals comprising a technical proposal describing operational capacity and service delivery plan, along with a financial proposal detailing the cost of operations and management fees. Detailed terms of reference are provided in Section 5 of the RFP document. The evaluation will assess technical competence, experience record, proposed service quality standards, and financial viability. Interested firms should obtain the complete RFP document and prepare submissions in accordance with all specified requirements and formats. All proposals must be submitted by the deadline outlined in the data sheet, with evaluation and selection to follow the two-envelope system for technical and financial proposals.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

KW&SC is seeking operators for three customer service centers in Karachi—a significant service delivery contract for the city's water utility.

This is likely a multi-year operational contract requiring professional management capability, customer-facing staff, and IT infrastructure for billing and complaint systems. The standard RFP structure (technical plus financial proposals) suggests competitive evaluation; bidders with utility sector experience and proven customer service delivery records will have advantage. The distributed locations across Karachi indicate a city-wide presence requirement.

Who can bid: Typically, firms seeking water utility customer service contracts must be registered with SECP as a company or with provincial authorities, possess valid business registration, current NTN and income tax registration, and demonstrate prior experience operating similar utility customer facilities. Security clearance and audit trail documentation are commonly required for utility sector service provision.
