Description / Scope of Work
The C&W Highway Division Haripur, Government of Khyber Pakhtunkhwa, invites tenders through the E-PAD system for seven construction projects totalling approximately Rs 6.9 crores. The works comprise construction, improvement, rehabilitation and widening of bituminous and Portland cement concrete roads across Hazara Division, including projects in Qazipur, Tarbela and surrounding union councils. Projects range from Rs 31.48 lakhs to Rs 90 lakhs in engineer's estimate. The tender follows a single-stage two-envelope E-PAD bidding procedure in accordance with KAPPRA procurement rules 2014.
Eligible bidders must hold valid PEC registration (categories C-4 or C-5 as applicable), current C&W Department enlistment, and valid NTN/Income Tax certificates. Bidders must demonstrate general capabilities, financial soundness, relevant experience and equipment capabilities. Bid security of 2% of engineer's estimate is required; bids exceeding 10% below estimate require additional security ranging from 8% to the full differential amount, with detailed rate analysis mandatory. All bidders must be registered with Khyber Pakhtunkhwa Revenue Authority under the KP Finance Act 2013.
Bidding documents may be downloaded from the E-PAD system or obtained from the C&W Highway Division Haripur office upon submission of formal application, valid PEC registration, C&W registration card and non-refundable printing fee of Rs 5,000 before 7 August 2026. A pre-bid meeting is scheduled for 6 August 2026 at 11:00 AM. Complete bids with original affidavits and bid security in separate envelopes must be submitted by 12 August 2026 at 12:00 PM.
