Description / Scope of Work
The C&W Building Division Haripur, Government of Khyber Pakhtunkhwa, invites tenders through the E-PAD system for completion of five incomplete school building projects under ADP No. 200/250308. The works comprise balance construction at GHSS Sarai Saleh (estimated cost PKR 59.537 million), GHSS Kot Najibullah (PKR 52.373 million), GHSS Dingi (PKR 52.594 million), GGHSS Bandi Muneem (PKR 25 million), and GGHSS Khanpur (PKR 37 million) across Khyber Pakhtunkhwa including merged districts. These are incremental works to resolve outstanding decretal cases and land compensation matters. The tender is conducted in single-stage two-envelope format under KAPPRA Procurement Rules 2014 and E-PAD Regulations 2025, with bid submission closing on 13 August 2026.
Eligible bidders must hold valid PEC registration in categories C-5 or C-6 (depending on project), current C&W Department enlistment, and valid NTN and income tax certificates. Bid security of 2 percent of the engineer's estimate is mandatory; bids exceeding 10 percent below estimate require additional security up to 20 percent, and bids 20 percent or more below estimate must be accompanied by detailed rate analysis and differential security equal to the margin. All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the KP Finance Act 2013. Technical evaluation is conducted on pass/fail basis assessing PEC registration, tax compliance, relevant five-year experience, performance, technical personnel, equipment, financial status, audit reports, and litigation history.
Bidding documents are available for download from the E-PAD portal or may be obtained from the procuring entity's office upon submission of formal application, valid PEC and C&W registration, and non-refundable printing fee of PKR 5,000 before 10 August 2026. The pre-bid meeting is scheduled for 30 July 2026 at 12:00 PM at the C&W Highway Division Haripur office. Technical and financial bids must be submitted online with original affidavit and bid security deposited separately by envelope in the office of the Executive Engineer, C&W Building Division Haripur.
