Description / Scope of Work
The Airport Security Force (ASF) has reserved funds for procurement planned for financial year 2026-27 and invites pre-qualification applications from suppliers interested in supplying goods on an on-demand basis. This is a national-level pre-qualification notice, reference P66935, aimed at establishing a panel of qualified vendors for subsequent competitive bidding. The procurement will be conducted through a single-stage, one-envelope process. Pre-qualification is open to all national applicants who meet the eligibility requirements outlined in the pre-qualification documents. The interested suppliers are required to assess their capability and submit applications demonstrating their technical and financial competence.
Eligibility criteria require applicants to be registered as legal entities and possess the necessary financial capacity and net worth to support contract execution. Applicants must demonstrate past experience through completed contracts of similar scope and value, provide evidence of historical contract performance without non-performance records, and submit details of any pending or concluded litigation. The pre-qualification documents include evaluation forms for financial capacity assessment and past experience verification. All applications must be submitted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal.
Interested applicants may obtain further information and access the complete set of pre-qualification documents through EPADS v2.0 at https://epads.gov.pk/opportunities/federal/procurements/66935. Applications must be submitted through EPADS v2.0 on or before Monday, August 10, 2026 at 11:00 AM, with e-bids opening on the same day at 11:30 AM. Only pre-qualified applicants will be eligible to participate in the subsequent invitation to bid. For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
ASF is opening pre-qualification for goods supply across FY 2026-27, suggesting an ongoing or recurring procurement framework rather than a single purchase order. The vague tender title and lack of specification of which goods or categories are involved creates uncertainty; applicants will need to clarify scope during the process. The very tight 21-day submission window and same-day opening indicate aggressive timeline management. National bidders only are eligible. Success here leads to invitation to bid only; qualification does not guarantee orders. Financial and past-contract documentation will be critical evaluation factors.
Who can bid: Applicants must be national legal entities with registered business status (typically SECP, EOBI, or equivalent regulatory authority registration). Financial capacity to support contract value and net worth verification required. Demonstrated past experience with similar completed contracts is mandatory. Applicants with history of contract non-performance or unresolved litigation are disqualified.
