Description / Scope of Work

Military Engineer Services invites lump sum tenders for maintenance, renovation, replacement and minor works at Sector E-8 Naval Residential Complex in Islamabad under AOR GE (Navy) Maintenance Islamabad. The estimated contract value is Rs. 3,999,600 and completion is required within one month of the written work order. The scope encompasses general maintenance and renovation works at this military residential facility in Islamabad, Federal Pakistan. Interested contractors are invited to submit detailed bids covering all aspects of the proposed work.

Contractors enlisted with MES in category E and above may apply directly. Contractors enlisted with other government departments such as Central/Provincial PWD, KDA, CDA, PWR or WAPDA may also tender if they hold approved contractor status with tendering limits of Rs. 1.25 million and above, and must provide proof of enlistment, executed works list with values and locations, moveable and immoveable assets certified by banks and revenue authorities, and lists of tools, plant and shuttering equipment owned. Contractors not enlisted with MES must deposit 2% of the estimated value as earnest money with the Government Treasury or a Scheduled Bank of Pakistan in the form of FDR, pledged in the name of GE (N) Maint Islamabad.

Bid documents are available for inspection at the office of GE (Navy) Islamabad during office hours until 24 July 2026, with copies issued to pre-qualified contractors only. Pre-qualification applications must be received by the accepting officer by 07 August 2026. Tender submission closes at 1200 hours on 07 August 2026 at GE (N) Maint Islamabad office, with opening at 1130 hours on or after the same date. Contractors are required to have read all conditions of contract and specifications before submission, confirming acceptance of all terms and conditions.

This is a one-month maintenance and renovation contract for a military naval residential complex in Islamabad valued at approximately Rs. 4 million. Eligibility is restricted to MES-enlisted contractors (category E+) or equivalent-status contractors from other government departments with minimum Rs. 1.25 million tendering limits. Non-MES contractors face a 2% earnest money deposit requirement. The tight 24-hour opening and submission window (07 August 2026) suggests a pre-qualification phase; pre-bid applications close 07 August. This appears a smaller-scale, one-off maintenance contract rather than a recurring framework agreement.

Who can bid: Contractors must be enlisted with MES in category E or above, or hold approved contractor status with another government department (PWD, KDA, CDA, PWR, WAPDA) at Rs. 1.25 million tendering limit minimum. Non-MES contractors must submit proof of enlistment, executed works list, asset certificates, and tools/plant inventory. A 2% earnest money deposit applies to non-MES bidders. All bidders must accept the contract conditions and specifications as issued.
