Description / Scope of Work
Pakistan State Oil Company Limited (PSO) invites quotations for maintenance and rehabilitation services for Zoom Towers installed across the South Zone. The project encompasses preparatory works, steel structure fabrication and installation, weld seam repairs, and signage rehabilitation for four zoom tower installations located at PSO House and other South Zone locations. The scope includes project management planning, safe work-at-height arrangements with cranes of minimum 45 tonnes capacity and 130 feet boom length, temporary work platforms, area cordoning, and comprehensive health and safety management. Work involves structural steel fabrication using L-angles, bracings, plates and fasteners, welding to API 1104 standards with E70XX electrodes, dye penetration testing for quality assurance, and protective finishing with primer and enamel paint coats to specified dry film thicknesses. The contract also covers repair of approximately 300 metres of existing weld seams for structural strengthening and replacement or maintenance of zoom signage flexes.
Eligible contractors must provide third-party fitness certificates for all equipment including cranes, welding machines, and safety harnesses. A qualified Site Engineer or Site Supervisor must be deployed on site, and an HSE officer holding NEBOSH or IOSH certification is mandatory to oversee safety compliance and enforce permit-to-work procedures. Contractors must submit Welding Procedure Specifications, Procedure Qualification Records, and Welder Qualification Test Records prior to commencement. All consumables, scaffolding, tools, equipment, and transportation must be provided by the contractor at no additional cost to PSO. Insurance and protective arrangements including green netting to prevent falling objects are contractor responsibilities.
