Description / Scope of Work
Water and Sanitation Agency (WASA) Layyah, a government water and sanitation utility in Punjab, invites sealed bids on e-procurement for the supply of printed A-4 bill forms with data printing and distribution of consumer bills with geo-location tagging. The contract scope encompasses designing, printing, and data entry on bill forms, followed by distribution to consumers across the Layyah service area. The estimated contract value is PKR 7.8 million with a completion period of 12 months. Bid documents are available for download from the Punjab e-procurement portal at http://ep.punjab.gov.pk.
Eligible bidders must be registered with Pakistan Engineering Council (PEC) at category C-6 or above and registered on the Punjab e-procurement website. A bid security of PKR 0.390 million (5 percent of estimated cost) must be deposited online in favor of the Director Finance WASA Layyah. Bidders must possess NTN and valid Sales Tax registration certificates. All bids must be quoted in absolute rates per item rather than percentages, in accordance with PPRA notification dated 11-10-2024. Any bid quoted in percentage will be rejected as non-responsive. Rates must be filled in both figures and words and properly signed as per tender instructions.
Bidders must submit e-bids by uploading PDF files on the e-procurement portal on or before 12 August 2026 at 12:00 PM. Technical bids will be opened on the same date at 12:30 PM in the office of the Managing Director at WASA main office, Layyah. Only technically responsive bidders will qualify for financial bid opening. Bids remain valid for 120 days.
