Description / Scope of Work
Pakistan Maritime Security Agency invites separate quotations for two marine engineering services for the vessel PMSS BASOL operating in Sindh. The first contract (IT/93/01/2025-26) covers complete overhauling of 10 Chinese-manufactured fan coil units (models CFP-LGX, CFP-WM, CFP-LG) that form part of the main air conditioning system. The second contract (IT/93/02/2025-26) involves inspection and servicing of electric control panels for two sea water pumps, two chiller water pumps, and one flushing pump, with replacement of specified components including magnetic contactors, breakers, limit switches, transformers and current transformers. Both works are scheduled for completion within 7 days and fall under preventive maintenance schedules PMS 3-6163-0001 and MOP PM-008.
Bidders must be local or international contractors registered with the Federal Board of Revenue (FBR) and demonstrating working experience with PMSA operations. The Technical Proposal stage requires evidence of relevant project experience, sourcing capabilities, company registration, NTN/STRN certificates and client references, submitted without price information. Commercial bids must itemize all labour, materials and services in Pakistani Rupees inclusive of General Sales Tax at 18 percent on goods and Sindh Sales Tax at 15 percent on services rendered.
Bids follow a single-stage, two-envelope procedure under PPRA Rules and DPPI-35. Technical proposals are evaluated first, with responsive firms advancing to commercial evaluation. All supplied items must be OEM-certified, worn-beyond-repair components replaced with new units, and work performed using tested tools. One-year warranty is required. Interested contractors should obtain complete specification documents and submit sealed bids by the specified closing date, with technical and commercial envelopes clearly marked and placed within two outer sealed envelopes.

Two separate marine engineering contracts for PMSA's coastal vessel: overhauling 10 fan coil units from the A/C system and servicing electrical control panels for pump starters. Combined scope suggests medium-scale shipboard work with tight 7-day execution. Bidders need FBR registration and prior PMSA experience. The two-envelope technical-then-commercial process is standard for government maritime contracts. Both are maintenance-driven (PMS-scheduled) rather than emergency repairs, suggesting stable planning and repeat engagement potential.
Who can bid: Local and international contractors registered with FBR and having documented working experience with PMSA are eligible. Bidders must be security-cleared and able to demonstrate technical competency on marine HVAC and electrical pump control systems. Copies of company registration, NTN/STRN, and past performance certificates or client references are mandatory.
