Pakistan Infrastructure Development Company Limited (PIDCL) under the Ministry of Housing & Works is inviting bids through the online E-PADS v2.0 platform for the construction and repair of multiple infrastructure projects across Sindh, Punjab, and Khyber Pakhtunkhwa provinces. The tender covers fifteen separate contract packages including PCC road construction and repair in Mansehra, Haripur, and Abbottabad districts; construction of bridges, water supply schemes, and street pavement works with estimated costs ranging from Rs. 409,512 to Rs. 23,940,514. The projects are distributed across multiple tehsils and districts with varying scopes of work and bid security requirements. Bidding is conducted under the Single Stage one Envelope Procurement method as defined in PPRA Rules 36(a) 2004 (as amended).
Eligible bidders must possess valid registration with the Pakistan Engineering Council (PEC) in category C5, C6 or above in the appropriate specialized field, along with federal tax registration if applicable. Tender fee of Rs. 5,000 and bid security in the form of either Call Deposit Receipt (CDR) or Bank Guarantee must accompany each bid. Contractors are required to submit an additional security on the NIT cost equal to the differential amount of the estimated cost alongside detailed rate analysis. Bogus or fake security instruments will result in serious consequences as per procurement policy.
Bid documents are available through the E-PADS system at https://e-pads.gov.pk. Prospective bidders must pay the non-refundable tender fee of Rs. 5,000 to Pakistan Infrastructure Development Company Limited via Pay Order or Call Deposit. Bids must be submitted electronically through the E-PADS portal before the closing deadline of August 17, 2026, with bid opening scheduled at the office of the Manager Engineering (North), PIDCL House, 26 Mauve Area, G-9/1, Islamabad. Further clarification can be obtained from the office of the Manager Technical at least seven days prior to bid closing. In case of government holidays, the submission deadline will shift to the same time on the next working day.
