301 Central Base Spares Depot EME Rawalpindi, operating under the Pakistan Army's Electrical and Mechanical Engineering branch, invites sealed competitive tenders for the supply of various spares and equipment items as detailed in Annexure A. The tender reference is IT-07/2026-27 and follows PPRA Rule 36(b) single-stage two-envelope bidding procedure. Interested firms should collect detailed itemized lists from the LP office at 301 Central Base Spares Depot EME on Golra Road, Rawalpindi, by bringing blank CDs. All rates must be quoted in Pakistani Rupees and must be inclusive of GST, income tax, custom duty and all other government taxes. Rates remain valid until 31 December 2028, with the depot reserving the right to extend validity in accordance with existing PPRA rules.
Bidders must be registered with 301 Central Base Spares Depot EME and must provide proof of financial capability through original signed/attested documentation. Only ITD Directorate GHQ and HIT approved brands may be quoted for indigenous items. For spares of all countries of origin, bidders must supply supporting documents including genuine OEM agency agreements or proof of authorized stockist and distributor arrangements with trade links. Technical Oversight Board or HIT inspection and approval of advance samples is mandatory before bulk delivery. Bidders must submit a Quoted/Not Quoted list with their technical offers; offers lacking this documentation will be rejected on technical grounds.
Technical and commercial offers must be submitted in separate sealed envelopes marked TECHNICAL OFFER IT-07/2026-27 and COMMERCIAL/FINANCIAL OFFER IT-07/2026-27 respectively, each containing two hard copies and soft copies on CD. Both envelopes must be enclosed in a further sealed outer envelope marked with the tender number and office address. No quotation will be accepted after the prescribed deadline, by fax, or without firm stamp on each page. Firms must clearly state the make, type and equipment for which they are participating and must mention the total number of items quoted. Detailed technical offers including proforma invoices, applicability certificates, trade links, registration confirmation, sample submission confirmation and contact details must be provided on flash drive in PDF format.
