Description / Scope of Work
The Office of the Assistant Director (Senior), Local Government and Rural Development Department, Tehsil Mardan, Khyber Pakhtunkhwa, invites sealed tenders for uplifting and beautification activities in Central District Khyber Pakhtunkhwa under MRS-2025 for the financial year 2025-26. Two civil works contracts are advertised: uplifting and beautification activities in UC Jalala, Hathian, Shergarh and Lund Khawar District Mardan valued at PKR 2.00 million, and similar works in Tehsil Takht Bhai District Mardan also valued at PKR 2.00 million. Both contracts have a tender submission deadline of 27 August 2026 at 12:00 PM and opening on 27 August 2026 at 1:00 PM. The bidding is conducted through Single Stage Two Envelope procedure via ePADS portal by the Government Contractors registered with C&W Department as per Centralized Enllistment Policy of Government Khyber Pakhtunkhwa.
Eligible bidders must be registered with Pakistan Engineering Council in the relevant category, be registered with FBR and possess an active NTN, be duly registered with SECP, and have relevant experience with financial capability and required technical staff and equipment. Bidders must not be blacklisted by any government or semi-government organization. Bid security shall be submitted in the form and amount specified in bidding documents, issued by a scheduled bank in favour of the Procuring Entity named Assistant Director (Senior) Local Government and Rural Development Department Mardan.
Technical Proposals shall include company profile, registration certificates, relevant experience, list of completed and ongoing projects, and key personnel résumés. Financial Proposals must be submitted in the prescribed HoO Price Schedule duly signed and stamped with all applicable taxes and duties. Both envelopes must be clearly marked with tender title and closing date and submitted through ePADS portal. The pre-bid meeting shall be held on 21 August 2026 at 11:00 AM in the office of the Assistant Director. Technical Proposals will be opened on the specified date and time in presence of bidders or their authorized representatives, while Financial Proposals of only technically qualified bidders shall be opened at a later date. The Procuring Entity reserves the right to accept, reject, or invite any or all bids in accordance with applicable procurement rules.
