Description / Scope of Work
The Local Government & Rural Development Department, Tehsil IHQ Mardan, is inviting sealed tenders for uplifting and beautification activities across three locations in Central District Khyber Pakhtunkhwa under the ADP 2025-26 programme. The procurement includes uplifting and beautification works in Tehsil Rustam District Mardan (estimated cost Rs 86.91 million), general uplifting and beautification activities in Tehsil Mardan (Rs 84.88 million), and uplifting and beautification activities in Sheikh Mattoon Toru and different bazars in Tehsil Mardan District (Rs 100 million). Total estimated value across all three civil works packages exceeds Rs 271 million. Bidding will be conducted through a Single Stage Two Envelope procedure using the LPADS electronic platform managed by the Government of Khyber Pakhtunkhwa.
Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category, hold an active NTN, be on the Active List of PEC or maintain KPRA registration as applicable. Bidders must not be blacklisted by any government or semi-government organisation, must possess relevant experience and financial capability, and must not have conflicts of interest with the procuring department. Audit reports for the past three years must be verifiable through an assigned UIDN. Bid Security shall be submitted in the form and amount specified in the bidding documents, issued by a scheduled bank in favour of the Procuring Entity named Assistant Director (Senior) Local Government & Rural Development Department Mardan.
Technical Proposals containing the Tender Proposal shall be submitted electronically through LPADS by the closing deadline of 24 August 2026 at 12:00 PM. The pre-bid meeting will be held on 21 August 2026 at 11:00 AM in the office of the Assistant Director (Senior) Mardan. Financial Proposals shall remain sealed and will be opened only after technical evaluation. Opening of technical proposals is scheduled for 24 August 2026 at 1:00 PM at the office of the Assistant Director. Bid documents are available through LPADS.
