The Office of the Executive Engineer, Education Works Division at Government Boys Degree College, Matiari, invites electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for three school construction and upgradation projects in Sindh. The procurement covers construction and reconstruction of 12 primary and elementary school units at GGPS Mulan Sawani (estimated cost 2.934 million rupees), up-gradation of a high school to higher secondary level at GBHSS Ihanoth Taluka Hala with compound wall work (3.000 million rupees), and construction of a building for Government Boys Higher Secondary School at Saeed Khan Laghari, Taluka Hala with compound wall (3.000 million rupees). The combined estimated project value is approximately 8.934 million rupees with a completion period of 12 months for each scheme. All works are located in Sindh province and funded through the provincial government's Annual Development Programme.
Eligibility requires registration with Pakistan Engineering Council (PEC) in category CE-10 for the year 2025-26, with average annual financial turnover not less than the estimated cost of schemes during the last five years. Bidders must hold a valid and active Electrical contractor license from the Electric Inspector License Renewal 2026 for Mirpurkhas Region. Active Federal Board of Revenue (FBR) registration on the active taxpayer list (ATL) with NTN certificate and active Sindh Revenue Board (SRB) registration certificate are mandatory. Bid security of 5 percent of the estimated cost must be submitted, and conditional tenders will not be entertained.
Bidding documents can be downloaded from the EPADS portal at https://portalsindh.eprocure.gov.pk from the date of notice posting until 19 August 2026 at 08:00 PM. Technical and financial proposals must be submitted in separate sealed envelopes with clear marking. Bids will be opened on 13 August 2026 at 12:00 AM in the office of the Executive Engineer, Education Works Division, with technical evaluation conducted on the same day at 01:00 PM in the presence of participating contractors. Financial bids of technically qualified firms will be opened on a date to be communicated through the portal. Bid validity is 90 days from submission date.
