Re-construction and Rehabilitation of Markaz Subhan Allah Bahawalpur ADP Scheme

The Communication & Works Department, Building Division No. 01, Bahawalpur invites item-rate tenders for the re-construction and rehabilitation of Markaz Subhan Allah Bahawalpur under ADP Scheme No. 12/2026-27. The estimated contract value is Rs. 419.307 million with a completion period of 12 months. The work is located in Bahawalpur District, Bahawalpur City Tehsil. Tenders are invited under PPRA Rule 38(1) Single Stage Single Envelope through the e-Procurement portal. Only contractors possessing the relevant specialization code will be entertained. Bidders must quote item rates for each line item in the Bills of Quantities and calculate the total bid cost; percentage rates or blank BOQ pages will render bids non-responsive per PPRA Circulars dated 11.10.2024 and 29.11.2024.

Eligibility requirements include registration on the EPADS platform (E-Pak Acquisition and Disposal System) and the Punjab e-Procurement System (eP). Contractors must submit 5% earnest money (bid security) of Rs. 20,960,350 digitally via the online portal; manual bids will not be accepted. The successful bidder must furnish a performance guarantee as per PPRA Clause 56. All procurement activities across Punjab will be conducted exclusively through the Punjab e-Procurement System (eP) with effect from 1 July 2026.

Sealed bids must be uploaded electronically by 11:00 AM on 20 August 2026. Tender opening will occur at 11:30 AM on the same day at the office of the Commissioner, Bahawalpur Division, in the presence of the Procurement Committee.
