Description / Scope of Work

The Directorate General of Special Education (DGSE) under the Ministry of Federal Education and Professional Training invites applications for prequalification of well-reputed, experienced and financially sound firms, suppliers, contractors and service providers for the supply of goods and provision of services under the PSDP project Centre of Excellence for Autism located at H-8/4, Islamabad. The procurement encompasses three distinct lots: Lot-I covers supply, delivery and installation of furniture, fixtures and allied finishing items; Lot-II involves supply, delivery, installation and commissioning of machinery, equipment, specialised assistive and therapeutic equipment with allied electro-mechanical works; and Lot-III covers human resource recruitment and outsourcing services for project staff. Interested firms may apply for one or more lots and must be duly registered with the SECP or relevant Registrar of Firms and with the Income Tax and Sales Tax authorities.

All applicant firms must submit a bid security of Rs. 500,000 (Five Hundred Thousand Rupees only) in the form of a Bank Call Deposit or CDR drawn in favour of the Director (Admin), DGSE, Islamabad for each lot applied for. The original bid security instrument must reach the office of the undersigned on or before the closing date and time. Applications received without original bid security shall not be entertained. The complete prequalification document containing detailed requirements, evaluation criteria and scope of work for each lot is available on the websites of the Ministry (www.mofept.gov.pk), PPRA website, and from the office of the undersigned.

Applications shall be submitted manually on or before August 19, 2026 at 02:00 p.m. and shall be opened on the same day at 02:30 p.m. in the presence of applicants who choose to attend. The objective of the intended open framework agreement is to enable on-demand execution of the aforementioned lots on an as-and-when-required basis at pre-agreed terms and conditions over the agreed period to ensure timely and efficient implementation of the project. The Procuring Agency reserves the right to accept or reject any or all applications under Rule 33 of the Public Procurement Rules, 2004, without assigning any reason and without incurring any liability.
