Description / Scope of Work
The Mines & Minerals Department, Government of Punjab invites electronic bids for a framework contract for procurement of goods and services categorized as 'Others' with an estimated value of PKR 4,988,399. This tender is issued under the single-stage one-envelope bidding procedure as prescribed in Rule 38(2)(a) of the Punjab Procurement Rules 2014. Eligible bidders must be registered with the Income Tax, Sales Tax, and Punjab Sales Tax authorities, and must be enrolled on the Punjab e-Procurement System and PPRA website. Bidders cannot be under blacklisting by any Government Department or Procuring Agency, and cannot have been associated with firms providing consultancy services for the preparation of specifications for this procurement. Government-owned enterprises may participate only if duly authorized by competent authority. A bid security of 5 percent of the estimated cost (PKR 249,420) in the form of CDR, Demand Draft, or Pay Order must accompany each bid. The successful bidder will be required to furnish a performance guarantee of 10 percent of the contract amount before contract execution.
Bidding documents are available immediately from the publication date and can be downloaded from the PPRA website and Punjab e-Procurement System. All bids must be submitted online by 11:00 AM on 19 August 2026, with opening scheduled for 11:30 AM the same day. Bids will be opened only after verification of bid security deposit status. The bid validity period is 90 days from submission, and all quoted rates must be final with no overwriting or amendments permitted. Conditional, ambiguous, or incomplete offers will be rejected.
