Description / Scope of Work
The Directorate General Procurement (Army), located near 502 Central Base Workshop EME on Main Adyala Road in Rawalpindi, Punjab, invites sealed tenders from reputed firms holding valid NTN certificates for supply of specialized military equipment and cold weather apparel. The procurement comprises three distinct lots: 150 units of Gamow Mountain Bags (portable hyperbaric chambers with foot pump and carry case), 25,950 pairs of thermal vests and drawers in shades of green for extreme cold weather conditions (available in small, medium and large sizes), and 4,375 pairs of cold weather boots. Delivery periods range from 9 to 15 months depending on the item. All procurement will be conducted in accordance with PPRA rules, and firms are advised to avoid submitting exorbitant rates.
Eligible bidders must possess NTN certificates and may be registered or unregistered firms. Firms are required to produce photocopy of DGDP registration certificate, attested sales tax and NTN certificates, proof of godown, undertaking for adequate financial capability, attested CNIC copies of the Managing Director, bank statements for the preceding year, and certification that the firm is neither a defaulter nor blacklisted by any government organization. Manufacturing firms must provide justifiable proof of manufacturing capability, original manufacturer certificates, or valid agency agreements. All participating firms must submit 3 units of tender samples (made up) along with material samples on the technical opening date. Bid security of 5 percent of tender value, with an upper limit of Rs. 1.0 Million, is mandatory alongside all offers.
Tender documents and detailed specifications may be obtained from DGP (Army) against submission of required credentials. Tender documents must be collected by 08 to 09 September 2026. Sealed bids are to be submitted by 29 September 2026 at 1030 hours, with technical opening commencing at 1100 hours the same day in the tender room at DGP (Army) Rawalpindi in the presence of firm representatives. Offers remain valid for 120 days from the date of commercial opening, and successful bidders must furnish a performance bank guarantee of 10 percent of the contract value within 30 days of contract signing.
