Description / Scope of Work
The Provincial Buildings Division, Hyderabad invites electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for two religious heritage projects in Sindh. Work 1 concerns rehabilitation and uplifting of Dargah Qalandar Lal Shahbaz with additional facilities, civic centre and landscaping at Sehwan Shareef, estimated at Rs. 450 million with a 24-month completion period. Work 2 involves completion of remaining construction at Dargah Hazrat Abdul Rehman (Meerani Meer) in Taluka New Saeedabad, valued at Rs. 64.50 million over 24 months. Both projects are government-funded heritage conservation and religious infrastructure development initiatives in Sindh province.
Bidders must be registered with the Pakistan Engineering Council (PEC) with valid 2026-27 certification in the relevant construction category. Minimum eligibility requires at least one similar project costing 80 percent of the estimate, or two similar projects each at 50 percent of estimate cost completed within five years with certificates of completion. Bidders must demonstrate average annual turnover equivalent to the bid cost over five years, bank creditworthiness of 15 percent of estimated cost, active NTN and SRB tax registration, ISO 9001 certification, audited accounts from ICAP-registered firms for three years, and no history of blacklisting by government agencies. Earnest money of 5 percent must be submitted as a bank call deposit or pay order. Tender fee is Rs. 5,000 non-refundable per work.
Bidding documents are available for download from http://portalsindh.eprocure.gov.pk until 10:30 a.m. on the submission deadline. Electronic bids containing two sealed envelopes (technical and financial proposals) must be submitted through EPADS by 11:00 a.m. on 17 August 2026, with opening at 11:30 a.m. the same day. Technical proposals are evaluated first; only qualifying bidders proceed to financial proposal evaluation.
