Description / Scope of Work
The Inter Boards Coordination Commission (IBCC), Islamabad invites sealed bids from eligible and qualified firms and suppliers for the procurement of stationery, general items, PVC label, resin ribbon, toners and printing items under a three-year framework agreement. This is a significant recurring procurement to be executed on an as-and-when-required basis through issuance of Call-Off Purchase Orders, conducted in accordance with the Public Procurement Rules, 2004 and relevant PPRA procedures using the Single Stage Two Envelope Procedure under Rule 36(b). The procurement is open to firms registered with relevant government authorities and located throughout Pakistan, with the procuring agency based in Islamabad at Plot No. 25, Street No. 38, I & T Centre, G-10/4.
Eligible bidders must be legally registered firms, companies or proprietorships with valid registration from the Federal Board of Revenue (NTN) and General Sales Tax Authority where applicable. Bidders must possess relevant experience in supplying stationery, general items, PVC labels, resin ribbons, toners and printing items, have adequate financial and technical capacity to perform the contract, and must not be blacklisted or debarred by any government organization. Each bidder is required to submit a bid security amounting to PKR 1,000,000 in the form of a pay order or bank draft. The successful bidder will be required to provide performance security equivalent to 10 percent of the contract value within the prescribed period after issuance of the Letter of Acceptance.
Bids must be submitted in two separate sealed envelopes containing technical and financial proposals respectively, placed together in one outer sealed envelope clearly marked with the bidder's name and address. The last date for bid submission is 20th August 2026 at 09:30 AM at the Committee Room, IBCC, Islamabad. Technical proposals will be opened on the same day at 11:30 AM in the presence of bidders or their authorized representatives. Financial proposals of only technically responsive bidders scoring a minimum of 70 marks out of 100 will be opened subsequently. The bid validity period is three years from the date of opening of technical proposals.
