Description / Scope of Work
Pakistan Navy Military Engineering Services invites prequalification applications from contractors and firms for four categories of work at naval facilities in Karachi, Sindh: provision and construction of certain facilities; repair, maintenance and abnormal repair works; technical and commercial internal/external building repair, engineering/mechanical workshop and furniture/service facilities; and supply of fresh water through bowzers to miscellaneous stations. The works span Mauripur, PN Dockyard, Naval Ship and Submarine Dockyard (NSSD) and Lyari. Tender is issued under PPRA Rules 13(1) and 28 of 2004, with costs shown on tender documents.
Eligible applicants must be contractors or firms registered on the approved MES list according to contractual limits, or from other government departments with demonstrated experience in similar work executed during the last two years. Firms must hold valid Pakistan Engineering Council registration (renewal for 2020-2021 mandatory) and provide personnel (skilled/unskilled), machinery and equipment, bank statements, GST registration and NTN certification. Contractors not on the MES approved list or suspended due to non-deposit of enhanced standing security must furnish earnest money equal to 2% of estimated bid cost as fixed deposit receipt or certificate of deposit, pledged to CMES (Navy) COMLOG Karachi and refundable if not pre-qualified or unsuccessful.
Prequalification applications close on 24 August 2026 by 1500 hours at CMES (Navy) COMLOG Karachi; tender documents will be issued the same day. Tender submissions are due by 1130 hours on 31 August 2026 with opening at 1200 hours the same day. Interested parties may contact CMES (Navy) COMLOG office for details between 0800 and 1430 hours on working days. Contractors may attend tender opening.
