Description / Scope of Work
The Balochistan Development Authority invites electronic bids from eligible bidders for the construction of a Border Terminal at the Pak-Afghan Border in Sariab, Quetta, Sindh province. This is a single-stage, two-envelope procurement with an estimated project cost of PKR 7,682,219,000. The scope encompasses comprehensive terminal construction including structural works, mechanical and electrical systems, communication infrastructure, security and surveillance equipment, and auxiliary facilities. Bidders must be pre-registered with the BDA and must have completed at least one similar contract of PKR 5.8 billion or more within the past eight years. Registration with Pakistan Engineering Council is mandatory, with minimum financial capacity of PKR 6,000,000,000 held in PW Account for three consecutive years. Bidders must comply with all technical specifications outlined in the detailed tender documents, including provisions for engineering code compliance (CE09, CE10, CE61, EE11, M691, M642, ME02), security systems, and telecommunications infrastructure. Bidders shall not have conflict of interest based on advice, unless external remuneration, conflicting roles or interests with BDA officials are disclosed.
