Govt. Special Education Centre Lodhran invites sealed bids for the supply of winter and summer uniforms for approximately 250 boys and girls students for fiscal year 2026-27. The total estimated procurement value is Rs. 2,300,000 and comprises three lots: LOT#1 Boys Kit (shirt, pant with belt, tie, bunyan, shoes) valued at Rs. 1,300,000; LOT#2 Girls Kit (shalwar, qameez, dupatta, shoes for winter and summer seasons) valued at Rs. 650,000; and LOT#3 Winter Kit (jersey and shawl for girls, jersey and winter cap for boys) valued at Rs. 350,000. The institution is located in Lodhran, Punjab, and the procurement will be conducted through the E-Procurement portal in compliance with PPRA Rules 2014.
Bidders must be registered with the relevant tax authorities, holding valid General Sales Tax and Income Tax registration certificates. A bid security of 5 percent of the total estimated value (approximately Rs. 115,000) must be submitted in the form of a 1Link or 1Bill call deposit in the name of the Headmistress and uploaded in PDF format on the E-Procurement portal. The bidding will follow a single-stage, two-envelope procedure with technical and financial offers submitted separately. Before supply, successful bidders must also deposit a 10 percent performance guarantee from the contract value.
Bidders must submit tender forms by 20 August 2026 at 10:00 AM through the E-Procurement portal. Technical offers will be opened the same day at 10:30 AM in the presence of the Purchase Committee and firm representatives. Financial bids will be opened only for technically qualified firms. All bidders must provide certified copies of identity card, GST and income tax registration, and a signed acceptance of terms and conditions. Quality assurance is mandatory, with firms required to submit laboratory test reports for samples from government labs at the firm's expense.
