Description / Scope of Work
HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad invites applications for pre-qualification of firms and contractors to execute works across multiple locations in Pakistan. The scope includes provision of certain facilities at Karachi, Islamabad, Lahore and Turbat; provision of furniture across all four cities; and provision of bazar supply items at Karachi and Islamabad. The tender process is governed by Clauses 13, 15 and 16 of PPRA Rules 2004 and applies to works in the Federal province. Pre-qualified contractors will receive formal tender documents and proceed to bid evaluation.
Eligible applicants must be enrolled with MES in category A or B, or possess equivalent registration with other government departments, demonstrating prior experience of similar works. Bidders must submit a comprehensive company profile including five-year work history with sponsoring agency names and performance reports, lists of qualified engineers bearing valid Pakistan Engineering Council (PEC) registration numbers, inventory of tools and plants, bank statements for the preceding two years, and copies of NTN, FBR, PEC and MES registration certificates. All firms must maintain current PEC registration valid through 30 June 2027. Prequalified bidders will be required to deposit bid security equal to 2 percent of their quoted bid cost in favour of DW&CE (Navy) Islamabad, which is refundable to unsuccessful bidders.
Tender documents must be submitted to HQ DW&CE (Navy), Sector E8, Naval Complex, Islamabad by 1130 hours on 27 August 2026; bids will be opened at 1200 hours on the same date. Received bids will be evaluated using bid evaluation criteria formulated by HQ DW&CE(N), with contract award to the lowest evaluated responsive bid. The Accepting Officer reserves the right to reject any or all applications under paragraph 33 of PPRA rules 2004, and incomplete applications will not be considered for evaluation.
