Description / Scope of Work
The HQ DW&CE (Navy) at Naval Complex, Islamabad invites applications for pre-qualification of firms and contractors to issue tenders for six defence engineering and infrastructure works under PPRA Rules 2004, Clauses 13, 15 and 16. The scope encompasses air conditioning and water filtration systems for a sports complex and swimming pool in Turbat, uplifting of internal electric, water supply and gas fitting fixtures at Manora in Karachi, provision of lights in football ground and sports center at Karachi, maintenance of transformers at Islamabad, provision of lights in cricket ground at Karachi, and repair and maintenance of 28 motor pumps at Islamabad. Works are located across Islamabad and Karachi in Federal territory.
Eligible applicants must be firms or contractors enlisted with MES in categories A or B, or registered with other government departments, demonstrating prior experience of similar nature works executed within the last five years. Applicants must provide company profile with detailed information on past projects including sponsoring agency names, cost of works and performance reports, list of enrolled manpower with qualified engineers holding valid PEC numbers, details of tools plants and machinery, bank statements for the preceding two years, and valid NTN, FBR, PEC and MES registration certificates. Registration with Pakistan Engineering Council is mandatory and must be renewed by 30 June 2027. Prequalified firms will deposit security equal to 2 percent of quoted bid cost in favour of DW&CE (Navy) with tender documents, refundable to unsuccessful bidders.
Tender documents must be submitted to HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1130 hours on 24 August 2026 and will be opened on the same date. Bid evaluation will follow criteria formulated by HQ DW&CE(N) with lowest evaluated responsive bid identified and accepted. The Accepting Officer reserves discretion to reject any or all applications per para-33 of PPRA rules 2004, and incomplete applications shall not be entertained.
