303 Spares Depot EME, Lahore Cantonment, Punjab, invites open competitive bidding for the supply of vehicle spares and components as detailed in the attached excel sheet under PPRA Procurement Rules 2004 Rule 21 for the financial year 2026-27. The procurement is for brand new or reconditioned items designated for C Vehicle category, with delivery required throughout the country. Quoted rates must remain valid until 31 December 2027 from the date of contract finalization and must be inclusive of all applicable government taxes including General Sales Tax, Income Tax and other statutory charges. The country of origin and brand of each item must be clearly specified; quotations without this information will be rejected.
Eligible bidders must be security-cleared by General Headquarters and normally should be registered with the defence organization. Bidders must submit proof of being a tax filer with FBR registration, professional tax and GST certificates. ITD approval letters for quoted brands in technical trial batches are mandatory, along with certificates of relevant experience and past performance. A bid security of Rs 1.00 Million as a CDR in the name of Commandant 303 Spares Depot EME is required. Firms must provide trade-link documentation up to the manufacturer for genuine, OEM or OPM categories, bank statements for the past one year demonstrating financial capacity, and warehouse stock location details for TOB verification. Advance samples must be provided before technical opening, and firms must provide original invoice proforma or quotations from the original equipment manufacturer.

Bids must follow the single-stage two-envelope procedure with clearly marked Financial Proposals and Technical Proposals envelopes, and a soft copy of commercial offers must be submitted separately on CD.
